Bhopal:Wednesday, May 5 : Home Minister Shri Umashankar Gupta undertook review of out of turn promotions, appointments on compassionate grounds, training, State Crime Records Bureau and B-2 Branch of the Mantralaya today. He instructed that according to the wish of Chief Minister Shri Shivraj Singh Chouhan, all the stipulated benefits should be provided to the next of the kin of the police personnel dying in harness before their terahween. No unnecessary delay should be made in appointments on compassionate grounds. Reviewing out of turn promotions, he instructed that the selected police personnel should be immediately intimated about it. They should also be informed as to from which date hey will be able to avail this benefit. It should be made mandatory that the information about the police personnel being given out of turn promotion should be sent to the DGP immediately and proposal to this effect should be sent by the concerning SP within three months. The superintendent of police will be held responsible for failure in doing so. It should also be ensured that only really deserving personnel are extended this benefit.
Those present at the meeting included Principal Secretary Home Shri Rajan S Katoch, Director General of Police Shri SK Raut, Secretary Shri Chandrahas Dubey, OSD to the Home Minister Shri RK Garg and additional inspectors general of the concerning branches.
The Home Minister instructed that CM’s announcements should be implemented immediately. No indifference in it will be tolerated. The Home Minister also instructed that SP level officers should not be posted on deputation anywhere and those on deputation should be called back.
Reviewing the training, the Home Minister instructed that it should be made incumbent on the police personnel, who are nominated for training, to attend the training invariably. All the pros and cons should be considered before nominating a police official for training and no police official should be relieved of training only because he is unwilling to undergo training. Available seats should be fully utilized for training and best experts should be called in for imparting training. Shri Gupta instructed to increase the honorarium of instructors.
Reviewing the functioning of State Police Records Bureau, the Home Minister said that the department’s web site should be updated regularly and the system for issuing certificates regarding stolen vehicles should be strengthened. The meeting was informed that at Indore and Bhopal police control rooms, DCRMS and VLS projects have been introduced which are based on GIS/GPS. About 100 vehicles have been fitted with GPS system in both the cities.
During the review of B-2 Branch of the Mantralaya, the Home Minister instructed that a list of all pending files should be compiled within 15 days and a time-limit should be set for disposing of each file. He also reviewed the function of posting and other branches.
