FOLLOWING ARE THE SEQUENCE OF EVENTS WITH RESPECT TO THE HAPPENINGS IN HYDERABAD CENTRAL UNIVERSITY:
On the intervening night of August 3-4, 2015, Mr. N. Susheel Kumar, President, ABVP, Hyderabad Central University, was attacked by a group of 30 studen ?ts belonging to Ambedkar Students Association (the immediate reason for the attack was a face-book posting by Mr. Susheel Kumar, questioning the protest on the campus condemning the hanging of Yakub Menon. They held placards stating that if one Yakub Menon was killed, hundreds would take birth from each house and how many would the state kill).
The students, who mobbed Mr. Susheel Kumar’s room at about 1.00 a.m., physically abused him and took him out beating up to the University gate. He was forced to sign an apology letter by the gang of students in front of the security officer who signed as a witness to the apology.
On the following day, Mr. Krishna Kumar and students of HCU, filed a complaint with the University. Meanwhile Mr. Susheel Kumar was hospitalized due to severe injuries. Doctors also detected appendicitis for which he was operated upon. For the next 11 days, Mr. Susheel Kumar was in hospital taking treatment for severe injuries and appendicitis. One Mr. Krishna Kumar, a student of Hyderabad Central University, filed a complaint about Mr. Susheel Kumar’s attack. The University proctorial board, after a preliminary enquiry, gave an interim report on 12th August, finding a prima facie case. Mr. Susheel Kumar, who was discharged from the hospital on 15th August, 2015, identified the students, who had beaten him, before the proctorial board and produced enough evidence about the attack. Subsequent to which, on 31st August, 2015, the proctorial committee gave a final report recommending the suspension of five students. On 8th September, 2015, the Registrar issued disciplinary action proceedings. On 10th September, 2015, the Ambedkar Students Association locked up the administrative block seeking revocation of disciplinary action. Consequent to which, on 11th September, 2015, the suspension orders have been revoked. On 23rd and 24th November, 2015, the executive committee deliberated upon the issue and made recommendations. On 16th December, 2015, the Registrar of Central University issued limiting the suspension of the students to the hostel and participation in elections, which means all the five students could continue their studies and go to the library. On 22nd December, 2015, a lunch motion was moved in the High Court by the five students and presently the matter is subjudice.
Alongside, Mother of Mr. Susheel Kumar also approached the High court seeking direction to the University to take action against those who attacked her son. The High Court sought response from the University on the incident and the action taken thereon by the University.
The role of Sri Dattatraya :
When Mr. Susheel Kumar was beaten up severely by the students of the Ambedkar Students Association and when action was not taken against the students till 12th August 2015, the leaders of ABVP approached Sri Dattatraya, seeking his help in rendering justice to the victim. Sri Dattatraya received a representation to that extent. He forwarded the representation given by the students’ organizations to the HRD Ministry with his covering letter. The covering letter was basically made out from the content of the representation given by the students. He did not name anybody but drew the attention of the Hon’ble Minister over certain happenings which had been taking place in the University.
While Sri Dattatraya wrote letter to HRD Minister on 17th August, the letter was referred back to the University by the HRD Ministry only on 27th December, 2015, which proves unequivocally that Sri Dattatraya’s letter and the suspension of the students were nowhere related nor did Sri Dattatraya make any call to anybody, including the officials of the University nor anyone in HRD ministry to take action against any student.
For the past few days, the students, who are partially suspended from the hostel, have been agitating for revocation of suspension from hostel. The atmosphere in the University is completely vitiated, under which Mr. Vemula Rohit unfortunately took the extreme step. Mr. Vemula Rohit hails from Guntur district and belongs OBC community (vaddera).
It is not out of place to mention here that the rustication or suspension of students has been happening for almost 15 years in the University. Over 30 students have either been suspended or rusticated over the past 15 years. In 2012, ABVP leader Mr. Anjaneyulu had been suspended for one year from the University along with 4 others.
