Dr Anjali Rajan : Woman being soft creature of God can be easily targeted not only for crime but for every kind of offence both in and around in the hemisphere. The mega-cities and urban areas are the places where crime can be easily executed people being busy in their affairs than the rural areas. Rape, Molestation, Kidnapping and Abduction, Dowry-deaths, Murder, eve-teasing, mental and physical torture, sexual harassment, importation of girls etc. are few well known crimes against woman and well defined under various sections of Indian Penal Code (IPC) as well as other Special laws specifically laid down by the Parliament.
As per National Crime Records Bureau (NCRB) latest release crime against women has constantly increased after the India attained independence. The truth is reflective from the data available with the NCRB since 1953 when it was established. The best thing that can be easily made out from the available data is that the States with higher per capita income and higher education and literacy levels reflects high rates of crime against women. Delhi, West Bengal, Andra-Pradesh. As per NCRB record there is continuous increase in crime against women between 2007 and 2011. Study reflects that incidence of crime against women are very high in the states of Tripura and Mizoram in the North Eastern part of the country. Survey shows that 98.5 percent crime are against women of the total IPC crime reported in the State of Tripura. One of the most heinous crime against woman is Rape. As per record available Madhya Pradesh has the highest cases of Rape accounting to about 15% of total number of cases. Incidents of molestation is equally high in MP and Delhi. Cases of sexual harassment are quite high in MP, Karnataka and Bihar and together accounted for more than two-third of the total number of cases at the National level. Uttar Pradesh reflects maximum crime of dowry deaths, kidnapping and eve-teasing. Dowry related deaths including love affairs and sexual matters are about 27% of the national crime.
The careful study of NCRB record of offences also reflects that the victims under 14 years of age constitute 10.75%, girls between 14 to 18 years of age constitutes about 20%. The bulk of victims about 55% are from the age group of 18 to 30 years and over all in 94% of the reported crime the offenders were well known to the victims.
On the other hand the stunning fact also came to the light that the woman equally misuses the law. Cases of false implication by the women are on the rise. About 11% of cases investigated by the Police on the charge of cruelty by husband and his relatives were found to be false.
The over all study reflects that violence against women is on the rise and there are lots of factors that play their part in its growth. The legislation meant to protect the rights of women has only worsen the entire scenario. The hard fact is that the lucid investigation by Police and dismal disposal of crime cases by the hon’ble courts itself speaks the volumes on the current scenario. The lack of political will for effective legislation for women as well as executive will for improper implementation of the existing laws has added salt to the injury. The exponential increase in crime against women and girl child needs administrative, legal, judicial and societal response and concern authorities cannot disassociate themselves. The ignorance of today will be fatal for tomorrow and will lead to an asymmetrical development of Indian society.
