CHANDIGARH- October 06, 2012: The key decisions taken in the Syndicate Meeting held today are as follows:As per the directions of the Hon’ble Punjab & Haryana High Court, the House reconsidered the appointment of the Controller of Examinations and unanimously approved the appointment of Dr. Parvinder Singh to the said post.
The issue of approval of selections to the posts of Professor and Associate Professor, in the Dr. H.S.J. Institute of Dental Sciences & Hospital that was deferred in the last Syndicate meeting pending certain clarifications was approved in today’s meeting by majority vote. Selections made to the posts of Assistant Professors in the P.U. S.S. Giri Regional Centre, Hoshiarpur, UIET through Walk-in-Interviews were approved as were open selections to the posts of Assistant Professors in the Departments of Sociology and Evening Studies, Panjab University. Career Advancement Scheme (CAS) promotions were also approved for UIET and Department of Computer Science & Applications. Promotions cases of Programmers/System Programmers/System Analysts, etc. working in various departments of the University were also approved.
he House resolved that the present scheme of re-employment of teachers for a period of three years after superannuation be now extended by another two years i.e. up to the total of 65 years of age. The above extension would be recommended on the basis of a positive assessment being received for work of the said teacher. The House authorized the Vice-Chancellor to workout the parameters on which this assessment would be made.
Recommendations of the Travel Subsidy Committee were approved i.e. the non-utilized funds be made available to the concerned faculty members as follows:- Financial Assistance once in six years 100%; four years 75% and three years 50%. Requests of Faculty members for sanction and processing of bills for financial subsidy to attend conferences within India would now be considered twice in a financial year. If the amount is not reimbursed in the same financial year then the same would be done in the next financial year and charged as such.
It was also unanimously approved on the recommendations of the concerned Committee that the University employees would be paid interest on Contributory Provident Fund and General Provident Fund at the rate of 9.6 per annum compounded quarterly for the period 1.4.2012 to 31.3.2013. The limit of Medical Advance for indoor treatment was enhanced to 75% or Rs.2 lakh whichever is less of the total estimates/expenditure given by a Government Hospital and in the case of other approved hospitals at Rs.1.5 lakh. This advance would also be available for the treatment of dependents of an employee.
Certain important decisions were also taken in the interest of students. The House accepted the recommendations of the concerned Committee that the candidature of registered Ph.D. candidates who could not complete their degree may be deemed held I abeyance. They can now complete their degree within the total period provided under the Regulations (i.e. normal period of three years from the date of enrolment, plus two years extension, and the period of condonation of delay), provided that the Research Supervisor is available and finds the continuation of the research work to be academically worthwhile.
In case the Supervisor is not available or is unwilling to guide the candidate, the Academic/Administrative Committee of the Department may, if they deem fit, suggest alternative Supervisor/s. The House also unanimously approved the recommendations of the concerned Committee pertaining to Teachers’ Evaluation by the students. Only students who have 75% attendance and have no compartment/re-appear will be allowed to make this evaluation which will remain purely between the students and the teachers concerned.
This evaluation will be deemed only as a feedback mechanism for the self-improvement of the teachers since the parameters of evaluation are communication abilities, regularity/punctuality, response to queries and the informal behaviour of the teacher. The House accepted the proposal of the Vice-Chancellor that keeping in mind the Foundation Day of the University scheduled to be celebrated on October 20, 2012, a special chance be given for improvement, completion, etc. of degrees within the next two years i.e. from 2012-2014. The House accepted the recommendations of the concerned Committee that a rebate/concession of 5% in the aggregate marks of qualifying examination for admission to the courses at Undergraduate/Postgraduate level be allowed to students with certificate of National/International participation in sports competitions. The appointment of Dr. Shiv Mohan Sharma as Principal of Kamla Lohtia S.D. College, Ludhiana was approved after receiving due legal opinion by majority vote.
The donation of Rs.10 lakh made by Dr. J.N. Nanda, Director, Zaheer Science Foundation, New Delhi was accepted to institute an Endowment in the Department of Economics, in memory of his father, Late Sh. Rajindra, who was a Freedom Fighter of Punjab. The same would be used to organize an annual memorial lecture in his name. The awards of Doctorate Degrees to 25 Research Scholars were approved by the House. The Vice Chancellor opened the Meeting by extending his congratulations to the elected members of the new Senate. He also expressed his appreciation of the efforts put in by University officials for the smooth conduct of the Senate elections. He also expressed his regret over any inconvenience caused to the Syndics for the delay in completing the agenda of the previous meeting of the Syndicate.
The House observed two-minute silence to condole the sad demise of Sh. Krishan Modi, Sr. Assistant in the PU Examination Branch. Letters of appreciation would be sent on behalf of the Syndicate to Prof. H.S. Hans, Professor Emeritus in Physics on his having been selected for the prestigious ‘Indian Nuclear Society Outstanding Service Award’ under the category of Nuclear Science Education Awards for the year 2011; to Prof. S.K. Taneja (Zoology) on his having been granted a patent entitled ‘Modified Poultry Feed for the Production of Eggs’ on the name of Panjab University.
The modified poultry feed results in the production of eggs that are rich in anti-oxidants and have anti-cholesterol, heart and diabetes friendly characters; to Prof. B.S. Bhoop (UIPS) on his having been awarded the ‘Pharma QbD Excellence Award’ for unparalleled contribution in the domain of novel and nanostructured “optimized” drug delivery systems of diverse kinds using QbD-based systematic paradigm of “Formulation by Design”.
