Important question arises other than government who can play important role answer is quite simple NGOs they can utilize tools of advocacy and IEC campaign for the proper implementation of above mention recommendations we need constant vigilant and intelligent forces who can fight for social justice and can end feudalistic attitude of certain class of people who hold the reins of resources. NGOs should take active part in proper implementation of the entire heavy budgeted National program on Health, education and infrastructure. Their strategy should move around giving correct information about passed Acts and playing active role in implementing government target oriented programs. Proper meticulous program should be designed with the help of concerned professional with complete participation at informing, partnership and consent level of different stakeholders. Time has come that government should not act in isolation it should take into all the concerned stakeholders.
