Bhopal:Saturday, August 30, 2008:An MoU was singed in New Delhi the other day for development and implementation of schemes in areas of Madhya Pradesh under the proposed Delhi-Mumbai Industrial Corridor. The MoU was signed on behalf of the state by managing director of M.P. Trade and Investment Facilitation Corporation Limited (TRIFAC) Shri Praveen Garg and on behalf of the Union government by Director and Joint Secretary of Delhi-Mumbai Industrial Corridor Development Corporation, New Delhi Shri Gopal Krishna.
Under the MoU, those projects will be identified which are to be established on priority basis in the wake of implementation of the Corridor Project and a feasibility report thereof will be prepared. Such infrastructure-related schemes will be identified which will have far-reaching effects on the project. A master plan will be chalked out to get these schemes implemented through public-private-partnership. A S.V.P. will also be prepared to provide facilities for starting initial process of these schemes and the Early Bird Projects will also be implemented through public-private-partnership. Another objective of the MoU is to attract national and international investment in the developed nodes.
M.P. TRIFAC, which has been appointed as the nodal agency by the state government for implementation of this MoU, will act as a coordinator. TRIFAC will ensure cooperation of Government of India, various government departments, consultant and construction agencies. It will also undertake action for providing necessary special facilities, give approval, permits and licences etc. It will also extend assistance in land acquisition for Early Bird projects.
Other tasks to be undertaken by it for implementation of Delhi-Mumbai Industrial Corridor include programme management, availability of financial resources, extension of necessary assistance to investors, ensuring implementation through S.P.B. and provision of consultant.
As an Early Bird Project, a 22-kilometre economic corridor will be developed from Indore airport to Peethampur. On both sides of this corridor, a 300-metre area would be developed for undertaking economic and industrial activities at a rapid pace. A multi-dimension logistics hub will be developed near Maksi. There are better possibilities of developing the hub near Maksi as it is near both Indore and Ujjain and its road and rail connectivity is quite sound. About 200 to 300 hectare land will be required for the hub.
The third project will be an integrated water supply system and water treatment plant. By the year 2041, Peethampur area will require 50 M.L.D. water which will be taken from Mahi dam. Projects will be chalked out for ensuring supply of water and utilisation and treatment of polluted water.
Establishment of Industrial Corridor will see a spurt in industrial activity in the wake of foreign investment. This will necessitate human resources in large number and added opportunities for trade and business. For this purpose Ujjain is proposed to be developed as a Knowledge City. Projects for development of educational and training institutions of medical, technical and general education at Ujjain will be chalked out and necessary infrastructure will be developed.
It may be mentioned that in the wake of globalisation in the country, a 1483 kilometre long dedicated freight corridor (D.F.C.) is being developed between Delhi and Mumbai to ensure rapid transport. It will originate from Dadri near New Delhi and culminate at Jawaharlal Nehru Port in Mumbai. The Delhi-Mumbai Industrial Corridor is proposed to be constructed parallel to D.F.C. with international -level infrastructure.
A decision has been taken to bring 150 kilometre area near Delhi-Mumbai Freight Corridor under Industrial Corridor. Western parts of Madhya Pradesh fall in the corridor. Work in this area will be undertaken in two phases. In the first phase Peethampur-Dhar-MHOW mega industrial region and Shajapur-Dewas industrial region would be developed while Ratlam-Nagda mega industrial region and Neemuch-Nayagaon industrial region will be developed in the second phase.
A steering committee, chaired by Chief Minister Shri Shivraj Singh Chouhan, has been set up for ensuring development of the project in the state while another committee headed by the Chief Secretary has been constituted for inter-department coordination
