Anjaneya Tewari : Anyone looking to build a new PC, upgrade a laptop, or buy a flagship smartphone recently has likely noticed a painful trend: the cost of memory and storage is creeping back up. After a golden era of dirt-cheap SSDs and highly affordable RAM kits, the market has abruptly flipped.

But why are prices for DRAM (Dynamic Random Access Memory) and NAND flash surging? The answer lies in a complex mix of market manipulation, booming AI demand, and a history of controversial business practices that have repeatedly landed the world’s biggest chipmakers in court.

The Anatomy of the Current Price Hike

For a couple of years, consumers enjoyed a massive oversupply in the memory market. However, the “Big Three” memory manufacturers—Samsung, SK Hynix, and Micron, who collectively control approximately 90% of the global DRAM supply—decided to stop the bleeding.

Here is what is driving the current surge:

  • Aggressive Production Cuts: Instead of letting the free market dictate prices, the major players purposefully slashed their production outputs of conventional DDR3 and DDR4 RAM.

  • The AI Boom (and Cover-Up): The explosive rise of artificial intelligence requires massive amounts of High Bandwidth Memory (HBM). While AI demand is real, manufacturers shifted roughly 25% of global DRAM wafer capacity toward HBM production. Because HBM chips require double the silicon wafer area compared to standard DDR chips, this shift drastically removed equivalent conventional DDR supply from the market.

  • High Profit Margins: HBM yields gross margins that are 3 to 5 times higher than conventional DDR memory. This shift led to record-breaking profits, with SK Hynix recording an unprecedented 72% operating margin in Q1 2026.

  • Lack of Competition: Building a new DRAM fabrication plant costs tens of billions of dollars and takes years. This leaves the incumbents free to cut output without fear of being undercut by a new rival stepping in.

The Legal Battlefield: The 2026 Price-Fixing Lawsuit

The memory market is essentially an oligopoly, and these companies have a long history of legal trouble regarding price-fixing. In the early 2000s, Samsung and Hynix pleaded guilty to participating in a criminal conspiracy to fix DRAM prices, resulting in massive fines and prison time for several Samsung executives.

Now, they are facing the exact same accusations again.

On June 25, 2026, a federal antitrust class-action lawsuit (Garciaguirre et al v. Samsung Electronics Co., Ltd. et al) was filed in the Northern District of California against Samsung, SK Hynix, and Micron. The lawsuit alleges:

  • Artificial Inflation: The three companies conspired to fix prices and choke off the supply of conventional DRAM, driving prices up by approximately 700% over a four-year period.

  • Using AI as an Excuse: The plaintiffs argue that the companies systematically coordinated their shift toward HBM as a convenient cover to discontinue and curtail older DDR3 and DDR4 modules.

  • Deliberate Scarcity: The suit points out that the manufacturers “could have simultaneously expanded conventional DRAM capacity” to compensate for the HBM shift, but deliberately chose not to in order to squeeze the market.

Apple’s Workaround: Turning to China to Maintain Prices

The ongoing memory squeeze isn’t just affecting PC builders; it is hitting the biggest tech companies in the world. Apple, known for its ironclad supply chain, was forced to raise prices across its product lineup due to what it called “unsustainable” memory costs. For instance, the Mac Studio powered by the M3 Ultra recently saw a massive $1,300 price increase.

To combat the “DRAM Triarchy” and maintain their hardware pricing margins, Apple is looking for a fourth major supplier.

  • Testing Chinese Memory: Apple has actively begun testing DRAM chips from ChangXin Memory Technologies (CXMT). These components are currently being tested for devices that will be sold specifically in the Chinese market.

  • Lobbying the US Government: Because CXMT is a Chinese company that the Pentagon has placed on a blacklist, Apple is leading a lobbying effort among US tech companies to get the US government to allow broader use of the supplier’s products.

  • Easing the Squeeze: By sourcing from CXMT—now the world’s fourth-largest producer of DRAM—Apple hopes to bypass the price-fixing bottleneck of the Big Three. Sourcing memory from a new competitor could ease the pressure on the existing cartel and help stabilize consumer hardware prices.

The reality of a consolidated market is that the house always wins. Until the ongoing lawsuits force a change, or major players like Apple successfully inject new competition into the market via companies like CXMT, consumers should brace for elevated prices. The era of bottom-barrel storage and memory prices has closed, and the companies pulling the strings are ensuring it stays that way.
