NEW DELHI: In a major step towards strengthening institutional support for women, the National Commission for Women (NCW) has expanded access to its 24×7 Women Helpline – 14490. The dedicated platform is designed to assist women in distress by providing seamless complaint registration, psychological counselling, and immediate referral support.
The initiative strongly reflects the Commission’s ongoing efforts to make public services more accessible, reinforcing its role as the country’s apex statutory body for safeguarding the rights and interests of women.
A Digital Safety Net
Every year, the NCW receives thousands of complaints relating to domestic violence, dowry harassment, labour exploitation, and other forms of abuse. Recognising that such traumatic experiences profoundly impact mental well-being and require professional support, the NCW has integrated trained psychological counsellors from leading mental health institutions directly into the helpline system.
Women and girls above the age of 18 can dial the toll-free short-code 14490, which is also linked to the Commission’s existing long-format helpline (7827170170). Operating round the clock, the helpline functions as a Digital Complaint Registration System, allowing women to register grievances and seek help at any time, particularly during emergencies.
The initiative aligns with the broader objectives of the Digital India campaign by leveraging technology to improve citizen-centric grievance redressal. Aside from counselling and complaint registration, callers can also access vital information regarding various government welfare schemes.
How the NCW Processes Complaints
The Commission follows a highly structured, step-by-step process for handling the grievances received through the platform:

Jurisdictional Review: Each complaint is first examined to determine if it falls within the NCW’s legal mandate. If it does not, the case is closed after informing the complainant.

Registration: Valid complaints are formally registered and assigned a unique case number.

Action and Monitoring: Depending on the nature of the grievance, the NCW intervenes by monitoring police investigations, ensuring the proper implementation of statutory laws, and facilitating mediation where appropriate.

Inquiry Committees: For highly serious crimes, the NCW actively constitutes an Inquiry Committee to thoroughly examine the matter before taking further punitive or legal action.
Driving Systemic Reform
