NEW DELHI: The primary metric of success for the Bharat Audyogik Vikas Yojana (BHAVYA) scheme will be how effectively industrial parks attract global investors and transform into operational manufacturing hubs, rather than just physical infrastructure creation, Department for Promotion of Industry and Internal Trade (DPIIT) Secretary Amardeep Singh Bhatia stated on Friday.
Speaking at a national workshop organized under the aegis of DPIIT by the National Industrial Corridor Development Corporation (NICDC) at Vanijya Bhawan, Bhatia emphasized that the scheme’s core focus is long-term industrial viability. He urged States and Union Territories to pitch investor-centric proposals that showcase competitive advantages and ensure industries can kickstart operations within a reasonable timeframe.
“The scheme seeks to create industrial parks where infrastructure readiness translates into rapid investment grounding, manufacturing activity, employment generation, and export competitiveness,” Bhatia noted during his address.
The high-level workshop drew more than 100 representatives from 31 States and Union Territories. Welcoming the gathering, NICDC Chief Executive Officer and Managing Director Rajat Kumar Saini highlighted the critical need to build strong, self-sustaining ecosystems backed by institutional support and reliable quality testing facilities.
A major focus of the workshop revolved around testing systems provided by the Bureau of Indian Standards (BIS) and the National Test House (NTH). Highlighting these quality infrastructures, NTH Director General Dr. Alok Srivastav outlined their expanding certification capabilities, which now cover drone certification, electric vehicle (EV) battery testing, solar equipment, aerospace components, and organic food testing.
To streamline the manufacturing process, NTH is collaborating closely with NICDC to set up dedicated testing facilities and sample collection centers directly within major industrial corridors. This integration will allow industries to access high-level quality certification services closer to their primary manufacturing plants.
What is the BHAVYA Scheme?
The Bharat Audyogik Vikas Yojana (BHAVYA) is a central government initiative designed to transform India’s manufacturing landscape by developing investment-ready industrial parks. Managed under the Department for Promotion of Industry and Internal Trade (DPIIT) and the National Industrial Corridor Development Corporation (NICDC), the scheme focuses on accelerating economic growth and boosting global competitiveness.
Key Objectives of the Scheme
-
Investor-Ready Infrastructure: Rather than just building physical structures, the scheme focuses on creating ecosystems where plug-and-play infrastructure is instantly ready for domestic and global investors.
-
Rapid Investment Grounding: It aims to minimize bureaucratic delays, ensuring that infrastructure readiness translates directly into swift business operations and manufacturing activity.
-
Job Creation & Export Boost: By attracting massive industrial investments, the scheme is strategically designed to generate large-scale employment and strengthen India’s export capabilities.
-
Integrated Quality Testing: To support businesses, the scheme integrates localized testing and certification facilities directly within industrial corridors through partnerships with the National Test House (NTH) and the Bureau of Indian Standards (BIS). This allows industries to test products like EV batteries, solar equipment, and drones closer to their manufacturing plants.
The Ultimate Goal: As stated by DPIIT Secretary Amardeep Singh Bhatia, the ultimate success of the BHAVYA scheme is measured not by how much infrastructure is built, but by how quickly these parks become thriving, operational manufacturing hubs
